Водитель пингвинов объяснил, что он везет пингвинов в зоопарк, и спросил, не отвезет ли другой мужчина пингвинов туда.

В данном предложении используется косвенная речь (reported speech), то есть передаются чьи-то слова без точного их цитирования (в отличие от прямой речи — direct speech).

Если сказуемое главного предложения стоит в прошедшем времени (в нашем предложении это сказуемое explained), то в придаточном предложении необходимо изменить время глагола:
