Местные власти заявили, что весной следующего года специальная «боевая группа» по борьбе с чайками уничтожит их гнезда. «Чайки представляют опасность для шотландских городов», — сказал министр окружающей среды Майкл Рассел.

В данном предложении используется косвенная речь (reported speech), то есть передаются чьи-то слова без точного их цитирования (в отличие от прямой речи — direct speech).

Если сказуемое главного предложения стоит в прошедшем времени (в нашем предложении это сказуемое declared), то в придаточном предложении необходимо изменить время глагола:
